2011 Budget Proposal
Presenting the budget proposal on the floor of the House on Wednesday, Governor Saraki said the Appropriation reflects a slight increase of about 2.54 % over the total budget size of N66.9 billion for 2010.
According to him, a breakdown of the budget proposal shows that the sum of N36.8 billion was allocated for total recurrent revenue, N33.4 billion as total recurrent expenditure and the sum of N3.4 billion as total recurrent surplus.
Proposed capital receipts and capital expenditure was each allocated the sum of N35.2 billion in the coming financial year.
The focus of the 2011 Appropriation bill the governor said was to consolidate on the achievements of his administration in the past seven and half years and ensure the completion of all on-going projects.
Dr Saraki also disclosed that the State Government was not likely to embark on any new project in 2011 except projects covered under the loan bond.
A breakdown of the sectoral analysis shows Road Development as having the lion share of N8.2 billion; Water Supply N5.6 billion; Education N3.9 billion; Energy N2.9 billion; Health N2.5 billion; Agriculture N2.4 billion; Sports N1.2 billion and Information and Communication N253.7 million, among others.
Giving a general review of the 2010 budget, the governor disclosed that there was an appreciable improvement in the economic well being of the citizenry despite the meagre resource profile of the State Government.
Among the notable projects embarked upon in the out-going year Saraki said included International Aviation College, Ganmo Independent Power Project, commencement of the poultry unit at Shonga Farms, intake of second set of students at the Kwara State University, Malete and up-grading of 15 Primary Health Centres as well as purchase of various hospital equipments.
The governor further disclosed that the on-going Advanced Medical Diagnostic Centre in Ilorin would be put into full use in the coming year and assured that the new School of Nursing at Oke-Ode would equally be completed and commissioned.
To further boost farming activities and ensure an all-year-round farming in the State, he said the sum of N500 million has been set aside to fast-track the completion of the State-wide irrigation scheme which would be constructed in 12 identified irrigable sites across the three Senatorial Districts.
Dr Saraki expressed his profound appreciation to the Speaker and members of the State House of Assembly for the cooperation they have extended to his administration and the smooth working relationship they have had together in the past seven and half years.
He, however, observed that despite his remarkable achievements, successive generations of leadership in the State will continue to have important problems to solve in the belief that not all the problems have been solved.
Earlier in his remark, the Speaker of the House, Alhaji Babatunde Mohammed had praised Dr Saraki for the great transformation he has brought to the State in the past seven and half years, pointing out that he has laid a solid foundation for the in-coming administration to build upon.
